Job Description:
Coordinates and assists DAODAS in special legal projects and efforts related to alcohol and other drugs.

Job Responsibilities:
• Represents DAODAS in legal matters as the agency’s legal counsel. Plans and directs staff in legal and compliance activities. Prepares contracts and other agreements and oversees agency’s agreement drafting, execution and storage program. Provides legal advice and guidance on agency’s procedures and protocols. Manages all FOIA-related activities on behalf of the agency, including but not limited to, researching FOIA requests, corresponding with requestors, and overseeing FOIA-related responses.
• Supervises and leads a tasks-diverse compliance team, to include a paralegal and individuals who specialize in patients’ case reviews, premises compliance, financial compliance, and Medicaid authorization compliance.
• Coordinates agency efforts to expand access to quality interventions and treatment services for South Carolinians suffering from substance use disorders. Specifically, coordinates and collaborates with law enforcement agencies and prosecutors’ offices across the state to improve access to evidence-based practices for justice-involved populations.
• Conducts legal research related to substance use disorders. Prepares opinions involving legislative acts and court decisions. Assists in drafting legislative bills, resolutions, and amendments for the state legislature, DAODAS, or other cabinet officials as needed. Drafts legal memoranda addressing pending legislation. Attends legislative and other state-level meetings as necessary.
• Supports agency in Identifying, writing, and submitting applications for federal grants that benefit the agency and promote its goals. Identification of grants must be based on a thorough understanding of the agency’s administrative capacity, provision of services, and the ability to improve access to care and quality of care across South Carolina.

Required Qualifications:
• A Juris Doctorate (J.D.) degree from an accredited law school
• Admission to the S.C. Bar (additional admission to federal courts is preferred)
• A minimum of seven years' experience as a practicing attorney
• Must be responsible and address any profession-associated certifications and requirements (including, but not limited to, maintaining a good standing with the S.C Bar through compliance with CLE requirements, payments of dues, and the Attorney Information System [AIS])
• Ability to travel (including occasional overnight travel)

Preferred Qualifications:

Salary: $98,000 - $102,500
