Job Description: Serves as a member of the agency's Executive Management Team (EMT) and provides leadership and guidance as it relates to finance, budgeting, and procurement. Acts as the chief financial officer and directs, develops, and oversees all financial, accounting, and budgetary functions for a financially and operationally diverse and complex state agency. Represents the agency as needed at board meetings, budget hearings, or other meetings (as appropriate) as part of the legislative budget process.
Job Responsibilities:
• Plans, controls, designs, and implements all financial activities of the agency in compliance with Governmental Accounting Standards Board, regulations, and legal requirements.
• Works collaboratively with other members of management to support priorities of the agency and its funding sources.
• Performs executive-level professional duties to develop, direct, and evaluate a complex financial and managerial accounting or budgeting system.
• Oversees finance, accounting management and controls, and budgeting.
• Oversees the entire financial team, including financial analysts, accounts payable, accounts receivable, and procurement specialist.
• Maintains integrity in all fiscal systems by ensuring programs and fiscal practices are following all federal and state rules, regulations, laws, and agency policy and procedure, to include internal partnerships, county, and other partnerships.
• Selects, develops, leads, and coaches staff within the Division of Finance & Operations to achieve goals and objectives, as well as develop and maintain positive relationships with external customers and other professionals, including internal and external auditors.
• Identifies operational gaps or weaknesses and suggests areas of improvement to operational procedures as needed.
Required Qualifications:
• Bachelor's degree from an accredited college or university in Accounting, Finance, Business, or a related field AND professional experience in a related area, such as accounting, auditing, finance, or banking
• Minimum of seven years of managerial experience related to financial operations with progressive supervisory experience
• Proven track record in operationalizing financial systems and staff to support growth
• Completion of Government Finance Officers Association - Certified Public Finance Officer Program, Certified Government Financial Manager program, or Finance Officer Certification
Preferred Qualifications:
• Master's degree from an accredited college or university in Accounting or Finance and knowledge of generally accepted accounting principles (Verbal, interpersonal, and quantitative skills normally acquired through completion of this degree are required.)
• Certified Public Accountant with a minimum of eight years of experience as a professional accountant or auditor, including five years of experience managing a financial accounting system, budgeting, procurement, inventory control, capital projects, and information technology services
• Advanced knowledge of Microsoft Excel and advanced experience using automated accounting systems, including report-writing and analysis of data
• Experience developing a budget for a state agency with multiple funding sources, such as General Fund, Lottery Fund, State Fund, and Federal Fund programs
• Ability to work quickly and accurately on a diverse set of tasks
• Proven track record of supporting organizations with financial tools to manage and evaluate growth
Salary: $95,000 – $101,500
