Job Description: Provides coordination of the annual Youth Access to Tobacco Study (aka Synar Study) with the county alcohol and drug abuse authorities. Provides technical assistance and training to the county authorities on effective environmental prevention strategies (all substances) and evidence-based tobacco prevention programs. Conducts contract development, monitoring, compliance, and technical assistance with the DAODAS prevention team to ensure compliance of local providers/grant recipients with DAODAS standards as outlined in contracts. Monitors data related to the Synar study and tobacco and environmental prevention strategies.
Job Responsibilities:
Synar Study / Tobacco Prevention – Manages coordination of the annual Youth Access to Tobacco Study, to include: training/technical assistance for county authorities assisting with the completion of the study; maintenance of the list of tobacco outlets in South Carolina; implementation of the study; completion of the annual report that is submitted to SAMHSA/CSAP by the end of the calendar year; and coordination of the coverage study that is required every three years. Other tasks related to tobacco prevention include managing the STEP incentive program; providing training and technical assistance to the county authorities / local coalitions on evidence-based tobacco prevention strategies; managing the Tobacco Education Program (TEP); and attending federal trainings/meetings/webinars related to Synar / tobacco prevention as required by DAODAS.
Environmental Prevention – Develops and manages training for best practices in environmental prevention strategies for prevention professionals and their partners (law enforcement, school personnel, community partners, etc.). Assists with coordination of the bi-monthly meetings of Alcohol Enforcement Team Coordinators. Manages website and social media channels and develops content for social media calendars provided to the local providers throughout the year related to underage drinking and impaired driving prevention. Provides staff support for collaborating with state agencies and coalitions working on substance use prevention throughout the state. Provides oversite of the Palmetto Retailers Education Program (PREP) and other initiatives related to merchant/server education. Represents DAODAS at partner meetings related to substance use prevention as needed. Works with the Prevention Workforce Development and Training Coordinator (PWDTC) to provide access to resources that increase the ability of the state’s prevention workforce to implement environmental prevention strategies.
Contract Development, Monitoring and Compliance / Technical Assistance – Provides contract development, monitoring, compliance, and technical assistance as directed to grantees funded by DAODAS to provide prevention programs and services throughout the state. Duties may include: coordinating with the DAODAS Manager of Prevention and Intervention Services and prevention team members to plan, implement, and evaluate various primary prevention service sub-awards throughout the state (to include site visits and the provision of technical assistance); assisting with the development of the request for funding application, review process, and contracting process once awardees are selected; monitoring monthly financial and program deliverables submitted for accuracy and providing technical assistance to awardees as needed throughout the project period; and providing information as requested for federal reporting, state inquiries, etc.
Required Qualifications: A bachelor’s degree from an accredited institution of higher education and professional experience in human services or social services programs
Preferred Qualifications:
A master’s degree in Public Health Education or a prevention-related field from an accredited institution of higher learning with one year of relevant program experience; or a bachelor’s degree and five years of relevant program experience. Candidate must demonstrate knowledge of the substance use disorder prevention field; be able to handle multiple tasks; be a self-starter; and be able to maintain program priorities under pressure. Ability to exercise sound judgment and discretion. Strong word processing skills and intermediate spreadsheet and PowerPoint skills. Knowledge of effective substance use prevention environmental strategies and the Strategic Prevention Framework planning model. Competence in public speaking and exceptional communication skills. Highly developed skills in leadership, workshop development, multimedia presentations, and oral and written communication.
NOTE: These Preferred Qualifications are desirable, but not mandatory, for applicants to be considered qualified for the position.
Salary: $50,000 - $55,500
